  • Uzbekistan's Diplomatic Empire: What exactly is a diplomatic mission?
  • Diplomacy is never just politics. It operates as a giant economic machine managing billion-dollar investments.

What exactly is a diplomatic mission? On television screens, we only see elegant receptions, flawless suits, and red carpets. However, behind closed doors, a diplomatic mission operates as a country's aggressive commercial and political agency abroad. An embassy is a genuine command center handling macroeconomic objectives, controlling sovereign ratings, attracting multi-billion dollar foreign investments, facilitating the market entry of transnational corporations, and finalizing massive interstate trade contracts. Conversely, a consulate functions at a microeconomic level, acting as a bureau that directly generates revenue by serving citizens. The fundamental difference between these 2 institutions lies in their operational scale and cash flows.

The embassy is located in the capital, overseeing intergovernmental strategic capital investments, while the consulate operates in major industrial or commercial metropolises, ensuring a daily influx of hard cash into the state treasury through visa fees, notary services, and document processing. In a broader context, the diplomatic corps is not limited merely to ambassadors and consuls. Its structure integrates trade representatives, economic and financial attaches, investment analysts, and representatives of international financial organizations. Their primary objective is economic intelligence, specifically gathering industrial data, analyzing competing markets, and indirectly defending the stock quotes of domestic companies on foreign exchanges.

This is precisely why representatives of the Ministry of Economy or the Central Bank work permanently in large embassies.Looking at the numbers, as of April 24, 2026, Uzbekistan has established official diplomatic relations with 168 countries globally. This clearly demonstrates the rapid integration pace of the Uzbek economy into international markets. The foundation of this massive economic bridge was laid back in 1991 and 1992, when the first 10 partner countries included Australia, China, Vietnam, Egypt, Mongolia, Denmark, Japan, South Korea, North Korea, and the United Kingdom. It is no coincidence that industrial giants like China and South Korea were among the first, as they immediately began investing heavily in the republic's natural resources and market potential. The latest 5 links added to this global network represent promising and strategically critical regions of Africa and Oceania, namely Kenya, Palau, Lesotho, Rwanda, and Guinea-Bissau. The diplomatic corps in the capital city of Tashkent has similarly transformed into a colossal financial hub. Today, Uzbekistan hosts 48 embassies, 3 consulates general, and 1 trade representative office.

During the years of independence, the Republic of Turkiye was the first to open its embassy in Tashkent, resulting in Turkish capital dominating the country's textile, construction, and hospitality businesses today. The greatest economic power within the corps belongs to the 15 structures of the United Nations and 4 international financial organizations, such as the World Bank led by Najy Benhassine, the International Finance Corporation headed by Neil McKain, and the European Bank for Reconstruction and Development directed by Andy Aranitasi. Furthermore, there are 22 intergovernmental organizations and 10 honorary consulates operating here. The decisions made by these exact institutions exert a direct impact on Uzbekistan's sovereign credit rating and the pricing of its Eurobonds. Without their expert approval, no major foreign investor will risk injecting hundreds of millions of dollars into the market.

Speaking the language of finance, how much does foreign policy cost the state, and what is its actual revenue? Based on the financial breakdown by Tanga, from the 2026 state budget, the Ministry of Foreign Affairs was allocated a total of 1 trillion 117 billion soums. The overwhelming majority of this substantial sum, approximately 853 billion soums, as outlined in the official Lex budget document, is directed straight toward the maintenance of Uzbekistan's diplomatic missions and consular offices abroad. The purchase and leasing of real estate for embassies constitutes an entirely separate asset class in the global luxury real estate market. The salaries of diplomats are calculated using a strict, multi-tiered, and complex system.

The compensation size depends on the cost of the consumer basket in the foreign host country, the living wage, the inflation rate, and the diplomatic rank. Typically, the budget salary is divided into 2 segments: funds for covering daily expenses and residence maintenance are issued in foreign currency, while social contributions are paid in the national currency. A separate corporate budget is opened for their representation expenses, covering business lunches, official receptions, and active lobbying with foreign partners. The more than 1 trillion soums allocated from the state budget for overseas missions are not merely dry expenses. This represents a highly profitable strategic investment, where every soum spent returns to the treasury 10 times over through the hundreds of millions of dollars of foreign capital attracted by diplomats, the opening of new export markets, and the continuous increase in the market capitalization of the Uzbekistan national brand on the global stage.

YaIM aldaydi: Nega iqtisodiy o'sish har doim ham xalq farovonligining kafolati emas?

Yalpi ichki mahsulot (YaIM) uzoq yillar davomida davlatlarning iqtisodiy muvaffaqiyatini o'lchovchi asosiy mezon bo'lib keldi, biroq bugungi kunga kelib bu ko'rsatkich jamiyatning real farovonligini aks ettira olmasligi yaqqol namoyon bo'ldi.
