The core product sold here is time and safety, while the primary revenue stream is derived directly from the commercial exploitation of sovereign airspace. The fundamental business model is financially flawless and designed to act as a powerful magnet for hard foreign currency. By legal decree, the enterprise is authorized to set its export service tariffs for foreign airlines strictly in freely convertible currency, specifically in United States dollars. The pricing architecture is aggressive and structured for maximum profitability. Carriers are mandated to pay 50 dollars for route navigation services within the aerodrome zone per aircraft. Takeoff and landing support operations are billed at a strict rate of 5 dollars for every single ton of the aircraft’s maximum takeoff weight. Furthermore, mandatory administrative fees are stacked on top of this base rate, including 16 dollars for processing flight plans and another 16 dollars for every air traffic service message handled. 

All of these fixed tariffs are calculated exclusive of value added tax, meaning the resulting millions flow directly into the corporate accounts as pure liquidity. When these fixed dollar-denominated tariffs are multiplied by the surging flight statistics of recent years, the resulting economic picture should resemble a massive financial boom. Official audit reports clearly demonstrate that air traffic density and transit flows over Central Asia are expanding at an explosive rate. Back in 2023, the air traffic controllers serviced a massive 187 thousand and 900 aircraft, exceeding their annual business plan targets by an impressive 30 percent. The growth trajectory only steepened in 2024, reaching a total of 255 thousand and 800 flights. 

By the end of 2025, the operational load hit a staggering 271 thousand and 600 serviced aircraft. Over a mere two-year period, the volume of paying international clients surged by nearly 45 percent. According to standard financial logic, a monopoly operating on established infrastructure should have seen its profit margins and net income skyrocket exponentially alongside this revenue surge. However, financial realities often defy mathematical logic when corporate governance is fundamentally broken. In the summer of 2026, the Accounts Chamber of the Republic of Uzbekistan launched an in-depth financial audit of this highly profitable state giant, uncovering a series of shocking financial anomalies. 

Despite the record-breaking volume of flights and the corresponding surge in hard currency revenues, the net profit of the enterprise in 2025 suddenly collapsed by 49 billion and 100 million sums compared to the previous financial year. This represents a massive 12 and a half percent drop in absolute profit. Simultaneously, the overall profitability margin of the monopoly took a severe nosedive, crashing from 42 point 7 percent down to a worrying 35 point 6 percent. The burning question for financial analysts is where exactly these millions of dollars disappeared to. The official state audit results provided a grim answer, revealing that the massive revenues were simply swallowed by severe operational inefficiencies and highly questionable spending. Auditors recorded a sharp and unexplainable increase in operational expenses and an unjustified investment burden, coupled with an out-of-control spiral in both accounts receivable and accounts payable. Furthermore, the multi-billion sum existing airspace infrastructure was being utilized highly inefficiently. The audit explicitly highlighted a total failure in modern corporate governance, noting the complete absence of independent internal audit mechanisms, compliance frameworks, and key performance indicator evaluation systems. 

The torrential rain of foreign currency was simply leaking through massive cracks in the corporate financial discipline. The sheer scale of the financial mismanagement forced immediate and aggressive intervention from the highest levels of government. During the active phase of the audit itself, state inspectors forced the enterprise to immediately write off 21 billion sums in artificially inflated and unjustified debt obligations. Even more alarmingly, the audit uncovered 11 billion sums in hidden and previously unassessed taxes, which had to be forcibly recovered and transferred to the state budget. These alarming figures raise serious questions for market observers about whether this was merely gross administrative negligence or symptomatic of more complex capital extraction schemes hidden within the company. In order to stop the financial bleeding and restore fiscal sanity, the Cabinet of Ministers alongside the Ministry of Transport stepped in and approved a strict, 26-point rescue plan. 

Now, as of August 2026, a radical corporate restructuring is underway inside the monopoly's headquarters. The central pillar of this crisis management strategy is the urgent implementation of a unified digital treasury system, designed to make every single financial transaction completely transparent and traceable. The accounting and treasury departments are being forcefully separated and reformed into fully independent control bodies to prevent future internal collusion. Simultaneously, a comprehensive roadmap is being drafted to strictly evaluate and mitigate corruption and conflict of interest risks in the company’s vast public procurement processes. On paper, the enterprise boasts a beautifully crafted development strategy extending to 2030. 

This ambitious corporate vision promises the introduction of free route airspace, enhanced attractiveness for global transit flights, and a significant reduction in carbon emissions. However, beautifully formatted corporate strategies mean absolutely nothing if the cash registers are leaking. The current crisis surrounding Uzaeronavigatsiya serves as a brutal reminder to the global business community that even an absolute state monopoly, blessed with the exclusive power to collect endless dollar rents from hundreds of thousands of passing aircraft, is never immune to financial collapse if it lacks fundamental transparency. The global aviation market will now closely watch whether this aggressive state audit can successfully force the enterprise back to peak profitability, or if the massive financial flows will continue to mysteriously vanish into the clouds.
